How do I create a personalization rule for a popup to activate when an order is placed?

I have a new client site with a native store that once the order is placed, they need a form filled out to fulfill the order. We've tried a Zap to send both a text and email, but those don't reliably work. We'd like to have a popup activate upon order placement with link. How would I do that?
