I just mean that if something is in the header, there should be an option/"toggle" as to whether or not it is visible on scroll.
Perhaps this could also be achieved through usage of the different viewpoints like we already have in flex. For instance, we can currently define if an item is visible on the flex grid on desktop, but not tablet or mobile. So say we wanted an additional row above the main nav row to stay visible on scroll, we could set that option.
I'm thinking of a use case where say you have social icons, a phone number, and an address in the row ABOVE the nav. Currently, that top row will disappear on scroll. But it would be great if I had the option to leave it visible on scroll with all elements (phone, social, address) on desktop, then on tablet it could just show the phone & social icons, then on mobile it would just show the phone (or any combination of the above, depending on my preference).
Maybe instead of a toggle for each item, we just have a single toggle that is for "on scroll" viewing. Like how we have the eyeball to the right for each item now in flex layers, maybe there's the same thing but for visible/hidden on scroll.

This is definitely needed, please look at header A and header B in the attached images, in header B we have a popular screen resolution of around 1400 wide, if you look at the three buttons on top right you can see that when we have larger screen resolutions (header A) the space between the buttons gets really big. This is solvable when you have two buttons (just right and left align them) but for anything more than 2 (so like 3 buttons, or 2 buttons and a social media list etc) when you have a larger screen resolution the spacing just is not controllable.
