How do I block traffic so that my website does not show up in searches in the Philippines?

I am pretty sure you can't.

Like Bruce said, this probably isn't possible. Google mostly crawls websites using US-based servers, even websites in other countries and languages. That means even if you could somehow block all Philippines traffic, Google could just crawl and index it via it's US-based GoogleBot anyway.
