Scroll-Margin-Top/Scroll-Padding-Top not working?

I have been trying to apply scroll padding or scroll margins to anchor links so the fixed header leaves space between the section and the header but when I enter in "scroll-padding-top" or "scroll-margin-top" it appears it does not register in Developer Mode (the line shows up as white as opposed to italic blue).

But the other css styles are working.

Is there anything I'm missing?

    I am also having this same problem, and seemingly no matter what element I apply it to (html, sections, or the ID itself for the anchor), the property appears in the inspector, but the scroll height is not being applied or functioning.

    Does Duda somehow block scroll-padding and scroll-margin?
